No, he is just a bunny. Low stats but high level rank. He charges other lower level people to hit him so they can rank up. Actually Heiya and [Fly] to IW are the two highest overall ranked. [Fly] to IW is the strongest at the time.

Mugging , the higher your level the more times you can mug per refill . Mugging people over level 150 is cheaper than doing crimes. I caught the admin testing yesterday after he bumped his level up to 250 .
