That's how emo's do.

I'll break it down.

In the back of the head, they have the 'I got my head shaved but I've let it grow like this for 6 weeks', so it's like 1" long, but totally misguided and has nowhere to go. Just a lost hairstyle.

Then, in the front, it's 8" long and brushed straight foward, to cover their 'I'm dark and mysterious, and depressed' facial expressions.

It's 2 bad hairstyles, which were thrown together by some wanna-be revolutionary douchebag that probably rode out the Aston Kutcher trucker hat fad till it was dead and didn't know what to jump on from there.
