I pulled this from a motorcycle forum I'm in. I hadn't heard of this but it isn't something that the government would advertise.
"While researching license plate display information I stumbled upon a news article dated Dec 6 2011 stating that Texas legislation had blundered and forgot to write in the law about license plate display and the penalty while rewriting the previous code, and cannot be changed until January 2013 unless a special session is called. Apparently you don't have to display a license plate at all on any motor vehicle in Texas until this is fixed. There is still a law for registration and fictitious plates and I'm sure the police are going to give you problems though."
