no switched power

I had a friend who was asking me to fix his radio, which wasn't turning on. I found that he has no switched power. his radio fuse is not blown, and neither are any of the other small fuses in the fuse panel in the kick panel. So my question is am I missing any fuses that might have blown? His gauges for his car dont work either, but the lights work perfectly fine. Please help guys. The vehicle is a 2000 Jeep Cherokee, not Grand Cherokee.

 
I gave up yesterday, and he just called and said his door locks only unlock. they dont lock any more. I am about to tell him to take it to a mechanic and have them fix it. this is just one huge headache.

 
Looks like I am going to have to find my multimeter and see if I can figure this out tomorrow. I am going to have to pull out the gauge cluster and root around it looks like.
