transfer tape is kinda like a blend between wax paper and masking tape. It's low tack.
Concept is this:
Three layers.
1) Liner
2) Vinyl
3) Transfer Tape
The vinyl is cut while it's on it's liner.
The vinyl's adhesion to the liner is less than the transfer tape's adhesion.
So, when you put the tape on, the vinyl pulls off the liner.
The adhesive on the vinyl is stronger than the adhesive on the transfer tape.
So, when you stick it, you peel the transfer tape off and the vinyl stays.

When you receive a finished vinyl, it's liner, vinyl (after weeding out all the parts that aren't part of the transfer), and then tape - ready to peel and stick.
