new paint yay or nay..and afew questions

You can probably come up with a base coat color similar to the color you want without having to put a kandy color over it but it probably wont be as vibrant but it will save you some money House of Color probably has the best kandy colors from what I have seen but your gonna have quite a bit of money just in paint a for the chrome i have never had any luck with paint sticking to it without actually removing it

how much does powder coat usually run? i wanna buy black rims and have them painted/powdercoated white
