Double the power for 3db louder I think... I personally wouldn't touch it unless you found it overpowering; then maybe roll it back a bit.
Only time I'd worry would be if my rear fill speakers were too loud myself. I wouldn't want those dwarfing the rest of the system. Everything else is subjective unless you're going for a SQ build.

To your first question, you don't need too. Different Amps do change the sound a very little bit, but most people don't worry about these very small changes.
But with your new bigger amp you will want to set your gains on the amp.
Your second question, a lot of people tune without music, folks use pink noise to adjust EQ, test tones to set gains...
