well all that came with the kit was just the bars and yea that is supposed to be inches sorry but its brand new not one print on it

Are people really charging that much for neon underglow kits? I'm in the wrong business...

Seriously though, if you just buy neon tubes by themselves with no kits it can't be anywhere near that much. Couple random connectors, ring terminals, wire, switch or a relay...I don't see where the cost comes from.
