Need help reporting an item not recieved

I'm new to the e bay thing and i recently ordered a very expensive amp from someone and they are not responding to my emails to tell me if they have shipped it out or not so who can i go to for assistance on getting a refund or at least getting a hold of the guy so he can say what's going on?

Contact paypal directly then. Tell them the situation and his personal information. Worse comes to worse, you can contact the local authorities in his town.

try using the contact seller button on ebay, sometimes spam filters get the best of ya.
