No I don't think its ok to go threaten calling the cops on a neighbor right away people these days forgot what it's like to be neighbors. Cops have real work to do. Yes I think the neighbor would have gotten best results from telling OP calmly to turn it down from now on. People tend to respond better to kindness. Still think I'm an idiot?

Here it has been successfully challenged and declared as unconstitutional in one county already. Using free speech as the basis. Most of these ordinances or laws let exclusions to vehicles such as ice cream trucks. This creates exclusion in free speech. Now if the law does not have exclusions then it would probably be harder to fight this way.
