However, I still don't understand while talking on the headset is deemed as safe and responsible, while listening to headphones is against the law.

w3rd. For some people using hands free to talk on the phone isn't any safer while driving. You should be required to take a "chew gum and walk" test to get an endorsement on your license for this.

Had the police tell me that my stereo being at high volume was preventing me from hearing emergency vehicle sirens, how do deaf people hear them?
