monster amp + a single crappy 15" = ???

You have a few options.

1) buy a nicer used sub that can handle it and perform well.

2) have the ohm load line up so that the amp only gives a certain amount of power; adjust gains appropriately.

Specs:

RMS Power Rating:

* 4 ohms: 250 watts x 1 chan.

* 2 ohms: 500 watts x 1 chan.

* 1 ohm: 1000 watts x 1 chan.

Frankly you have endless sub options, due to the ability to get anywhere from 250-1000rms depending on what voice coil woofer you get.

There are ALOT of woofers in that price range that'll handle 250-500. Also, plenty of used woofers that'll handle the full 1000.

You'd wire that to 2ohm and give it 500watts

Tip for shopping: if you get a dual voice coil 4 ohm sub, you'll be wiring to 2 ohm. If you get a dvc 2ohm sub, you'll either wire to 4 or 1 ohm depending on power handling of the sub. This is all pending on the assumption that you only get 1 sub. And this is excluding the exceptions, or more uncommon configurations, like dvc 1 ohm, etc.
