making an atv street legal in IL

I have new street tires for it and i'd like to get it registered to drive on the road here in Illinois. Is anyone here familiar with the laws in IL and if this is even possible to register?

Why can't it be made street legal though? I mean if it has a windsheild, all the proper lighting, seatbelts, etc. why not? It's just as safe if not safer then a motorcycle and I could easily keep up with city traffic.

I already have all that.

Yeah 17hp doesn't seem like a lot but when the thing weighs 650-800lbs with me sitting in it I can keep up with basic city traffic up to like 40mph.

Not to mention mine has upgrades that give it about 22-23hp already and faster jumps from a stop.

Only weighs 380 plus me....
