Are you really comparing a 1000w amp to a 2700w amp? Stick with the JL out of those two, the W7 can't take the power from the MMATS.

ok so 2 amps and 1 sub you will be spending 1900-2100 or so if you buy new

with that kind of money you can come very close to building a full system. a very nice one

I'm running a single 13W7 (sealed) & JL 1000/1 amp and it sounds awesome, the bass is just super clean ,deep and powerful, it absolutely destroys my previous dual Kicker 12's setup, also the 13W7 manual tells you how to setup a 1000/1's various settings precisely for the 13W7 including setting the gain with a multimeter.

My younger cousin is running his 13w7 off of an old MTX 81000d @ 3 ohms and it provides plenty of bass in his Chevy Colorado extended cab!

As for power, 1000 watts RMS should be good enough... Two JL 1000/1s are OVERKILL for a single 13w7 especially since the 1000/1 will give you 1000 watts RMS between 1.5 and 4 ohms. Wire your coils in series to achieve a 3 ohm load and go with a 1000/1. If you really want to go MMATS, a D2100.05 would probably work well in your situation with both of your coils in parallel to achieve a .75 ohm load.
