any image editting program, hell just open them into MS PAINT and find the resize tool somewhere in the menu..

I am king. And the only resize tool paint has is ctrl + or - (right side of keyboard)

Adobe photoshop is 10 times better, but I did the one above with a little PRT SCR and paint.
