An 18" speaker has more than 7.5X more cone area than a 6.5" speaker. So to match air moved, the 6.5 would have to have 7.5X more excursion than the 18. If the 18" had 10mm of xmax, the 6.5 would have to have 75mm. If the 18 has 20mm of xmax, the 6.5 would need 150mm. 30mm 18... the 6.5 would need to have almost 9 inches of excursion. Clearly these numbers are not physically possible (the inertia to move a cone that far 80 or 100 times a second would be incredible), and would only be feasible with some unconventional design such as a variable-pitch fan design.
