First, a chapter 13 is a debt reorganization plan. The debt is repaid by the debtor through the bankruptcy trustee on a court-approved repayment plan.

Chapter 7 (the chapter you were looking for) is a liquidation bankruptcy. And yes, it still exists. Yes, a debtor can still file chapter 7 and liquidate their assets and leave unsecured creditors high-and-dry (and heck, if your collateral was junk even the secured creditors can get screwed). Some of the laws were changed to make some of the requirements a little more stringent, but for the majority of filers those changes had little effect. You can still file chapter 7 and walk away from everything if you so choose.
