Depending on what frequencies you like your bass.. 8's would be more for midbass I would think.

500 watts to each. are you totally blown or what man? the dub 3's are rated at 250 watts rms each.

Hands down I would go with the RE SE's. Look at the situation, you can get any of those two subs. Ok so whats the loudest of those subs...SE's. Ok so whats the most expensive of those subs W3's. I would go with the 2 12's, which is what I did. If you give the SE's 750 watts each, baby do they bump. I could never want my system to be louder. They are far beyond my expectations of a loud system and I rarely even turn them 3/4 of the way up. The SE's are amazing man, hands down best woofer of those options. And as for 1 8" sub keeping up with Dual 12's, I find that hard to believe. Unless you got like an 8w7 and like 2 12" kenwood tornado or some piece of crap. I would be AMAZED if I hear 1 8" sub as loud and my dual SE's.
