is this fixable

well, I was messing with my amp today, and noticed that one of the subs didn't sound like the other. I put my hand in front of them, and noticed that one had air coming out somewhere when it thumped. So, I shut everything off, looked closely, thats when I noticed this

as you can see, the surround has come loose in about a 3 inch area... Is this fixable, and if so how? rubber cement maybe?

 
gorilla glue or super glue that just happened to me recently to memphis pr but the cone came COMPLETELY away from the surround and i got it from electronic express so it was a b**** to get replaced with them they tryed every excuse

 
yeah, the guy said that he usually used it to recone subs...took about 5 minutes was alll, but he said to wait 24 hrs before I put power to them again...I really need some subsonic filters...he said thats the reason it probably came apart
