Is my amp blown?

I have a SPL "1200" watt amp with 2 PPI 12s. My amp won't play at high volumes. It only works at low volumes. I've checked all my wiring and fuses multiple times and even re-wired it, I've even wired my friends 15 to my amp and I get the same result. When I turn my radio to 40 (62 is the highest) you don't hear any bass. I don't think my amp is going into protective mode because my amp light still lights green not yellow (protective).

To rule out the amp being bad, plug an iPod/phone directly into the amp with a 3.5mm to rca and see what you get. Could be the Hu or the rca's you're running.
