Is caulk a semi-conductor?

i bought a type R, it came with a box. the terminal cup was junk. the installer didn't glue the cup in so it was letting out air out the sides of the cup. at the same time it was letting out air where the wires are, so through the push terminals and creating unwanted noise. i thought i would be a good idea to caulk the shirt out of it, now wondering if caulk is a semi-conductor. am i going to fry anything?

also, how long should i let it dry?
