i just heard that high score doesn't mean u're smart and low score doesn't mean u're dumb.

There are many measures of 'smart' and 'dumb'. It tests rational thinking ability which is only one facet of intelligence. There is also the ability to learn/retain information, creativity, trouble shooting, etc.

Yes. In other words, rational thinking. But definitely not an accurate measure of total intelligence.
