Well, all the ones that I've dealt with that have the lockup while moving too fast also had the lock up feature when you fully extend the seatbelt, and it locks where it stops, sort of in a ratcheting manner, so that it locks where you stop it, not extending outward but allows it to come in still. The only way to disengage the lockup is to let it retract all the way, then it will be in normal mode, allowing it to be pulled and retracted. I have no idea how to replace it, I hope this helps.
