Impedance rise

Is impedance rise the greatest for ported or sealed enclosures? Meaning you hooked up 2 single voice coil subwoofers for a 2 ohm load but the amp sees a 2.5 ohm load or 2.75 ohm load. Does it also depend on the hertz level of the amp where low pass is set?

They will both have about the same rise but the points at which there will be spikes will vary drastically. Sealed systems will have one spike around resonance (Fc or Fs if the enclosure is infinitely large). Ported systems will have two spikes, where one will be above and one will be below the tuning frequency of the enclosure.

Don't get worried about impedance rise though as it doesn't mean your speakers are going to be less loud. The rise will only be around points of resonance and the lack of power will be made up for due to the energy in resonance. It has nothing to do with the crossovers on your amp.
