Hz Question.

Are Lower Hz Louder to the human ear then higher Hz? Example: 25Hz Compared to 30Hz? Or 40Hz To 50Hz.

I feel this is an SPL question in disguise. I'm a total amateur when it comes to SPL competitions, but it seems people assume deeper bass is louder. We can't hear a note and accurately guess the SPL, plus in audio there are always multiple frequencies heard even if it's a pure tone being played.
