How to make cigarette lighter "Always On"? - 96 Camry

I have a 96 camry and I'd like to know if there is a way to make the cigarette lighter always on, or always active so I don't need to have the keys in the ignition for power to run to it. I am not worried about draining my battery, because I only want to say charge my cell phone, without the car being on. Would an auto shop be able to somehow re-wire it? Would I be able to do it myself? Any help is appreciated. Thanks

As in, find a wire that is constantly putting out 12 volt power. Re wire it to that.
