how much would this effect the sub?

i have an L7 in a 2.5 cubic foot box tuned 35Hz. now, im getting distortion on high notes. everything else is fine. the kicker tech said he likes to be around 38Hz. could that be why? would it be worth building a new box? thanks guys. also, would i lose alot if i went to a 2.0 sealed?

the best way to describe it is as if someone put something to vibrate around on,on the cone.

That's not an enclosure issue or tuning issue. It sounds like a mechanical problem with the sub. Take the sub out of the enclosure and play those songs at low volumes and listen for it to happen.
