for ur speakers stay w/in the rms i'd suggest going either 50 watts above it or exactly waht it is...
for subs its okay go a little over the rms...
pick ur speakers first then amp for them, then subs then sub amp
that's the order i think everyone would agree on...
but first decide what u want spl/sq/sql wise...
quality from speakers and overall how much you want to spend...
also don't forget usually internet is cheaper than local stores..... so you might want to browse around and ya know (ask for peeps opinon on things (price) before you buy)
