You could run a HU with its built-in amplifier just fine, but not an external amp, unless it was really small (40w rms x 2)

12 amps as in amperes. That PS should be fine for an HU, amp, speakers, and sub. Just dont go too crazy with the volume.

the sub has nothing to do with it, its the amp and HU. the amp will be drawing the most power.
