how does a spinner mount up??

i was just wondering if anyone knew how a spinner kit mounted up to a wheel...do u put the wheel on then the spinner then the lugs or put the spinner flange on after the wheel, put the lugs on then put the spinner on??

Replaces the center cap...but I forget how they mount. Anyways Spinner kits like Spintek look like shit. The only spinners I like are the ones that you cant tell they are spinners until you see the car rolling.
