How can I tell?

I have some off brand subwoofer amp. I used the gain setting formula to run it at 400wrms @ 2 ohms. It only has a 25 amp fuse though, which leads me to believe that it is not putting out enough power. How can I tell how many watts it is really putting out using a DMM? Theoretically, what is the max power it can put out @ 2 ohms with that 25 amp fuse?

25amps x 14.4v = 360 watts at maximum(100%) efficiency

To answer your question bluntly, sh!t aint making 400 watts

 
What? the amp cant make the power, it wont get louder, it will start clipping, and it will sound nasty, if tries to make more power, you will blow fuse(s)
