High/Low Converter

My brother just bought one of these for his truck, since he doesn't want to get a new HU and he wants my old set of comps...

I was looking at it, and I'm kind of confused.

I understand the concept, but isn't what it's doing basically taking the positive / negative of the speaker and just putting it directly into an RCA jack? Couldn't you make that...? Or does it change the signal's power level and voltage and the like?

Reduces the voltage from the speaker out so that it's in the range of the 1-5v normal range for RCA's?
