Help With System

heres the deal when i am in my car and jaming i notice i can never go past 13 on the volume nob before it gets too loud and nasty and the headunit goes to like 40somthing anyone have any ideas?

kicker zx1500.1

american pro bass amp 800 watts into 2 channels

2 pioneer TS-A6992R for the highs

1/0 gauge wire

i would like it to go at least past 20 or 30 not 13 anyone have any ideas?

cant be the gain it i have my highs almost as low as it can go and it still stays at 13
