GTA 4 Question

this may be a dumb ?, but i tried all night last night while playing. When you go to enter a cheat code.....u have to pop up the little cell phone to enter the code. Well, in the instruction it says to tap the d-pad up twice to open the cell phone. I tap it once, and it opens a little, but when i tap it the 2nd time, it dosent come up all the way, and i cant enter the code? I tried using a different controller, and still nothing....any help? pweeeeeeeese?

thats the thing. I push it once, and the phone does come up, but when i press it a second time, it does nothing.

cant do it online, go back to single player

If you are just starting the campaign part, you cant dial numbers out, until you do a couple missions.
