GPS question

I have a freind that just got a Parrot LS3100 (pretty sure that is the model) GPS for his car. After buying it he learned that the signal sent to the unit is from his cell phone. Meaning that his cell phone has to be capable of transmitting the position signal. His cell is not capable so my question is if there is anthing he could buy that could stay in the car and transmit the same signal his cell would. My advice was to just return the Parrot and get a TomTom but he likes this one so he's curious to know if he can bypass the cell phone issure.
