I think they aren't as concerned with scrap wood as they are with employee a throwing away a table saw and employee b taking it from the garbage

I think it has moreso to do with placing a value on the items within the store. Say he takes wood and cuts a piece from the shelf... If he doesn't pay for it, it is stealing. If he finds it in the trash it is still stealing unless he has a reciept to validate his purchase. His company set the value of the scrap wood at 1 cent in order to ring it up as a sale, thus validating that he indeed purchased it. I don't think it would work with the table saw though...

exactly...If I leave with anything that looks like it come from the store, I must have a reciept. The one cent thing is to ensure I didn't take it and that I spoke with a manager to get it. I don't think they will let me knock a table saw down to one cent.
