Getting new Rims, had a couple questions

no, dont get those.... not the right type of rim for that kind of car... too much open space would look ugly on a sebring, plus you want a chrome lip or it just looks like you had hub caps and they fell off

 
those are to sporty/racing wheel for your car imo. id get some big blades or something. also check here for rims and wheels. they throw the tires in for free. and with big rims thats a huge plus. you just put in your car and year and they pull up all available rims. color style all that jazz. http://wheelsnext.com/

 
higher number on offset means the wheels sits further into the fender. lower number means it sits more flush. it also depends on width. an 8" wide wheel with a +25 offset will be more flush than an 8" wide wheel with a +40 offset.
