Which is it? This forum, is it a public forum or private forum? What about the website as a whole?

Would it change the answer if there was an option to buy an "upgraded" membership?

I wouldn't be an upgraded member.

And it'd be public either way - you aren't REQUIRED to spend anything to become a member.

This is considered public, a pay site where you pay for the forums would be considered private or if only a certain people to join like a car forum, military or police forum where you only want others in your field to be able to join.

so if its a minitruck site, it would be private? but the off topic section would be "public"? its not a full pay site. its either or, but are limited to certain things without paying.

Usually they are one of the other, I don't see any benefit to having a private forum as your search engine placement sucks and no one can really read/join without having a hookup to get in.

Say the CT guys wanted a forum, it would be considered 'private' same goes for other things such as torrent sites ie: demonoid
