Yes and No. Him for his action, Bush for his lackthereof.

However, I think Obama deserves such scrutiny because of the promises he made during the campaign. If he said, "I ain't gonna do shit" or "I am gonna try a bunch of stuff and it may or may not work", etc, then the scutiny would be unwarranted. Because he had so much to offer, he is graded on a more stringent scale.

There is an overwheming push in modern society to label things succintly and categorize them, whether it actually fits or not. This aspect of modern culture does not limit itself to politics. I think it's a de-evolution. Instead of becoming more articulate, we actively chose to be less so for convienance.
