If Mexicans are smart enough to climb fences and develop devices to counter any of America's attempt at fencing (with the exception of people with machine guns in a line pointed at the border with instructions shoot to kill and leave the bodies there) then they are smart enough to develop businesses and other types of infrastructure necessary for the proliferation of a good economy. An essential reason why Mexico is in the shape it is in is not because of America. It is because of Mexico. Look at China, for instance, Americans can get better quality and cheaper merchandise AFTER SHIPPING AND TARIFFS than they can with Mexico, where NAFTA and adjacent boarders provide competitive advantages for the country. The Mexican government is ignorant of capitalistic enterprise. Coming to America and shipping back money is not helping life of Mexicans in the aggregate. You may help your own family, but if the infrastructure and business community isn't there to sell the items, then what good is the money. A simialar situation happens when we ship food to Africa. Much of it sits and rots because there is no infrastructure to move the goods where it needs to go. Also, Africans cannot take the risks of modern agriculture because if they are wrong, they starve to death and many charities are too ignorant to understand that if you was to provide a guarentee to these farmers that if you try our ways and fail, we will provide you will support, but they can't because they don't have the infrastructure to ensure your promise. Wealthy Americans build libraries for those who cannot read.
The more I read about globalization and such, it's all about governments providing infrastructure, and letting the market do its thing. Look at my sig, the guy who said that was a communist who allowed the market into his economy. He came up with a plan to farmers that said as long as you produce 'X' amount of crop for the country, the rest you can sell. The famers then had motivation to become more effecinet because the government provided them the infrastructure to do so.

Mexico can and should be very successful if their governement allows them to. Mexicans are not dumb or ignorant, they are trying, just trying the wrong way. A revolution is necessary, but I doubt the US government would allow that to happen, even if they modeled their government after ours.
On topic, the only way to really keep illegals from coming is to punish those who employ them with prison time. Fines can be considered "a cost of doing business" and can be incorporated into pricing. Jail time can and won't be.

The U.S owns China IMO, so basically I think that the U.S is trying to close up the borders because Mexico doesn't wanna comply with the U.S, I believe the U.S is trying to make Mexico give in so they can take most of their shit over for cheap labor.

Why it isn't a stupid idea: because if they just come here and are a legal part of payroll systems, more taxes can be collected on them, as well as letting them make fair pay.
