The Item Final Value fee and the listing fees are two completely separate things.if a buyer on ebay does not pay u can file a non payment complaint anf recieve the listing cost back.it is called a final value fee.i have had to do it a few times.
That might be the exception ~ where the transaction should have never taken place at all. Someone with a valid account bidding and then not paying won't get your listing fees back, sadly...well i got my listing fee back on the ipod since it was bought with a stolen account
