ok so already have an aftermarket head unit, and a 2000w re audio amp and a 2000w 15" re audio sub. its all wired with 0 gauge. I've recently acquired 4 6.5 kicker component speakers and 350.4 kicker amp. So my question is, is there a distribution block that I could use to tap into the 0 gauge wire and go down to 8 gauge for the 350w amp?

or do I need to run a new wiring kit straight off the battery for the speakers amp?

You should be able to use a 2 way fuse block, pretty inexpensive although I do not know if they make 0 to 8 gauge. It might be easier to just run 4 gauge to the kicker amp.
