Transfer function is the effect that your vehicle's cabin has on the response curve of your sub/box combo(ie: how vehicles "peak" at different frequencies).

In the case of WinISD transfer function is the response curve relative to a 0dB reference and independent of power input. SPL accounts for power applied.
