Did i do this right?

Just bought a Xenon600.1 amp and was goin to run my 2 12" JL crap W0s till i get some new subs. Popped in a 50hz test tone on repeat to set my gains correctly. I have the bass boost on the amp turned all the way down, the LPF around 80 hz and the SSF turned all the way down. I undid the positive connection to my subs at the amp and hooked a DMM up to it. With the gain turned all the way up, volume at 25 out of 32, and all EQs turned off, my amp was only producin around 38.9 volts. With the gains up 100% shouldn't my amp be runnin at almost 49 volts to get the full 600 watts at 4 ohms like it says it will do?? If i turn the bass boost up on the amp or mess with the sub level on the HU or anyother bass EQ it will read that but i thought my amp should be able to produce that many watts without all that turned on?? AM i doin somethin wrong here? I'm runnin 8AWG power wire but that shouldn't be a problem since the DMM is readin 14 volts at the amp with my truck on. Could it be a problem with my RCA's?? That's the only thing i haven't tested...

Weak HU RCA output voltage, try the volume on a higher setting some HU's can go almost to max before clipping.
