Dead amp ?s + New amp recommendation

Any of you amp experts here able to explain why my amp is doing what I described (post included all info, source of noise found at post #13) or have heard this noise before. It was weird that my amp made this noise from the beginning even as my gain was up just enough for the sub to be audible. Odder yet is it did it to that JL sub at a completely different impedance too when that amp worked 1 year ago when I unhooked it.

So for a new amp I've decided on either a AQ1200d or an eD NINe.1

Which is a better bang for the buck and which is probably cheaper overall (new or slightly used).
