Did you even Google what the Santa Ynez reservoir is used for? Take a look at please respond with all the different services that reservoir provides. Take your time. I know you will need to try and spin some dumbass conclusion on why it is not used for fire suppression.

I have hard time believing this actually happened.

1) Tons of Spanish speakers in LA.
2) Hospitals have teams of translators.
3) When translators aren't available, hospitals have access to remote transportation services.
4). Worst case scenario is use Google translate.

That said, I think English should be the official language, this making it the immigrants' responsibility to learn the language or provide transportation services.
