So you brought up your father's pensions to show that the COTUS is incorrect about who holds the purse strings, and that they shouldn't be offering unbudgeted funds to government employees as a "buyout".
Congress has not approved any funding for it, which makes any offer of a buyout invalid and illegal.

But none of it has ANYTHING to do with congressional appropriation? You DO realize that our government has been shut down 3x over congressional appropriations since 1994, and that the longest shutdown ever was a 35-day stint during the Trump administration, yes?

I'm 100% confident that the legality of the buyout offer has EVERYTHING to do with congressional appropriation, and the lack of approved funding is why it's not legal. They'll probably find that there was coercion too, but that's a whole 'nother ballgame.

If you're fully comfortable with Trump violating the COTUS or law just for some more false posturing on how he is "a huge success at change", what can I say? He pulled the same nonsense with his "Mexico-funded wall".
