It's very unfortunate that the A-holes as USAID used their funding as some sort of personal slush fund to fund their political pet projects. Now innocent people will suffer. But one thing is for sure do anything but exercise some control over the purse strings.

It is how it works. Just as if my boss at work has access to my information and everyone else's information so does the POTUS. He can authorize access. Why do you just wake up every day thinking you know? Exactly how big IS your ego Rob?

Whatever net tax revenue that comes from California is not worth the cultural and political damage they spread throughout the country. They're ruining Denver/Colorado at a rapid pace. Arizona is next on the list. I imagine Nevada is going to get Californicated too.
I don't understand the thought process of moving away from a state to enjoy a lower cost of of living and then voting in the new home state for the same things that priced you out of the old home state...
 
No, the mere act of accessing PHI isn't a violation. I do it all the time. Not having a reason to access to PHI is a violation. These guys clearly have a reason to be accessing this information.

But hey if it makes you feel good to pretend like I don't know HIPAA when I'm the one working with it daily in a major research hospital system.
We are talking about unauthorized access.
No one is accusing people who are authorized, and have a valid reason to access the systems/data, of violating the law.

And you failed to answer to my question about a simple violation:
Nurse leaves your records in a public area, not under direct control. No one looks at it, but multiple people COULD have.
Did the nurse violate HIPAA rules?

Bringing that into the present:
You go in for Dr Appt. They bring you to a room and ask you to wait for doc. Computer in room is left unlocked, and patient record from previous visit is still open (auto-lock failed). HIPAA violation?

Hospital sends out a letter regarding your care. Except it gets stuffed in the same envelope as another patient's letter. It includes your full name and mailing address.
The letter is returned as undeliverable. HIPAA violation?

The last two actually happened to me.

You are definitely confused as to the legal power a POTUS has. laws are not arbitrary, even to a POTUS.
A president does not make laws. A president does not interpret law. A president does not have the authority to arbitrarily and capriciously allow someone to break a law.

You might want to read the Constitution again before you claim I am wrong.
It's kind of an important document when it comes to stuff the POTUS can and cannot do.

What conspiracy? I stated the fact that you two have similarly poor argument style, and that when I made a direct request for him to post what he wanted to say, YOU came up with the answer of what HE wanted to say.

That's exactly what they do. I think the motive is they sell a house in Cali for say $1m move to Colorado, Arizona, etc and pay $500k cash for a similar home and buy a rental fir $500k. Then enact policies to drive up housing and 10 years later sell again for $1m each and find a new state to ruin. I'm visiting Scottsdale soon and I hear that's where Californicatirs are moving to now. I wonder if there is poo in the streets. Took about 20 years to ruin Denver/Colorado.

You're talking about unauthorized access. Seems to me these guys have authorization from the POTUS. They need passwords to access these databases, which they clearly have. Somebody has given them authorization, so can we please drop that pretense. I'm going to guess they know how to lock their computers when they walk away.

I don’t need a class on HIPAA. My employer provides those to me annually.
