Obvs this happened in O.C. If this was Oakland, they would have followed a different protocol.In Oakland it's: See potential suspect > Confirm as suspect > Shoot

My question is do police not carry tazers anymore? It's hard to believe that with all this technology, police departments don't have anything else but a gun to detain these people.
