to question:
If a plane is traveling at takeoff speed on a conveyor belt, and the belt is matching that speed in the opposite direction [implying that plane's landing geer wheels are spinning at take off speed RPM and the aircraft is at a standstill with engines throttled], can the plane take off?

no. plane will not be moving, therefore there will be zero airfoil effect.

Essentially, the plane could take off as long as it's forward thrust is greater than any opposite motion created by the conveyor belt. Since we're talking about airflow over the wings, as long as friction exists in the universe, this will always be true. Move forward faster than the conveyor belt moves back, and the plane will eventually gain enough airspeed to take off.
It is possible, but I believe Mythbusters will screw up the tests and it won't get off the ground, so I voted NO.
